面向战略需求的数字素养:概念内涵、框架体系与测评指标

文章系统梳理与辨析数字素养概念源起及内涵发展,探析数字素养框架体系的逻辑结构,对照《提升全民数字素养与技能行动纲要》,构建了包含3个准则、8个基本要素的数字素养框架,并在此框架基础上构建了包含26个二级指标的数字素养测评体系.
Digital Literacy for Strategic Needs:Conceptualization,Framework,and Evaluation Indicators
This article systematically combs and discriminates the origin and development of the concept of digital literacy,ana-lyzes the logical structure of the framework for digital literacy,and juxtaposes it with the Action Plan for Improving National Dig-ital Literacy and Skills to construct a framework for digital literacy comprising three principles and eight basic elements.Building upon this framework,the article further develops an evaluation system for digital literacy consisting of 26 secondary indicators.
