摘要
梳理公共文化服务保障法制建设的变迁历程,有利于应对新形势下公共文化服务体系建设挑战.我国公共文化服务保障法制建设经历了1978年研究起步、新世纪文化权利觉醒和公共文化服务保障法出台等3个重要时期,目前公共文化服务保障法律制度框架初步形成,未来应在加强法律制度建设的同时,健全实施机制.
Abstract
A review of the changes with historical significance in the legal system for guaranteeing public cultural services is conducive to addressing the problems and challenges in the development of public cultural service system under the new circumstances.The history of China's public cultural service legal system consists of three stages:the beginning of research in 1978,the awakening of cultural rights in the 21st century and the implementation of the Public Cultural Service Guarantee Law of the People's Republic of China.At present,the construction of the legal system for public cultural services has begun,and the framework of the legal system has taken shape.In the future,the legal system should be strengthened and the implementation mechanisms of the system should be improved.
