The Influence of Modern Public Cultural Service System on Residents'Cultural Participation
The Opinions on Accelerating the Construction of a Modern Public Cultural Service System is a top-level design to promote residentse'public cultural participation and safeguard people's basic cultural rights.Through a quasi-natural experiment,this paper evaluates the actual impact of the policy implementation on residentse'participation in public cultural services,using inter-provincial panel data from 2013 to 2019 and a double-difference approach.The study finds that the policy implementation has stimulated residentse'enthusiasm for public cultural participation,significantly increasing the level of participation in public reading,museum visits and amateur arts training,and that the promotion effect has increased over time;the mediation effect test indicates that the development of modern public cultural service system has provided residents with an effective way to participate in culture other than market purchases,and has played an active role in ensuring that people's basic cultural needs are met.
