This paper investigates the digital innovation behavior related to the metaverse at the enterprise level, focusing on micro entities.Based on the TOE framework,it identifies the characteristics of metaverse-related industries through literature review and observation, and establishes an M-TOE analysis framework that inventively introduces marketing elements to guide the clarification of innovative behavioral factors in the metaverse.Using the QCA method,it explores the innovation path of relevant enterprises against the backdrop of the metaverse from the perspective of configuration, and summarizes four types of enterprises, including technology-enabled sensitive environmental perception, resource advantage enhancement, and market resource expansion.Accordingly, the authors attempted to propose three implementation paths around technology, environment and marketing development.By establishing a quadrant graph for the metaverse-based innovation development path, the paper visualizes the path selection from the perspective of digital innovation,so as to provide demand-oriented action guidelines for cultural and tourism enterprises on their digital transformation journey in the metaverse,to emphasize the awareness of value co-creation and the ecological responsibility with non-quick-fix for enterprises to develop metaverse-oriented strategy, and to advocate jointly strengthening industrial competition barriers and building a good industrial ecosystem.
