Service Capacity Building of University Librarian from the Perspective of Patent Transformation
China's university libraries lack in-depth patent transformation service, which is directly related to the insufficient patent information service capacity of university librarians. In view of this, based on the service scenario of patent transformation, this paper conducts in-depth interviews with 5 clients of the service at Fudan University, and investigates the status quo of 103 national intellectual property information service centers in universities. It adopts the qualitative research method of grounded theory and uses NVivo12 software to code and analyze the data.Based on the demand-service-competence model,a competency framework for patent librarians in university libraries is developed from the actual needs of the clients, targeting to their competence and knowledge skills. This paper puts forward 4 countermeasures for capacity building, namely,to optimize the allocation of patent service talents,to establish a training system for patent librarians,to build a patent transformation practice service team, and to carry out the capability assessment and evaluation.
