Study on Guidelines for Building Reading Spaces in Primary and Secondary Schools in the Pearl River Delta
The Pearl River Delta(PRD)has successively issued the Guidelines for Building Reading Spaces in Primary and Secondary Schools in Guangzhou and the Guidelines for the Building and Adminstration of Reading Spaces for Primary and Secondary Schools in Guangdong Province, making it one of the most complete regions in South China and even in the whole country in implementing the guidelines for building reading spaces in primary and secondary schools.Through content analysis and deductive induction, this article reviews the studies on reading spaces in primary and secondary schools in China and the inter-provincial differences in relevant guidelines and their content framework characteristics. This study suggests that the highlights of the PRD guidelines for building reading spaces in primary and secondary schools are largely illustrated by the policy discourse in line with the"new highland"for education in the Humanities Bay Area, the practical needs for bridging the gap in the development of reading services across the province(or,a city),the service concept of promoting reading in primary and secondary schools through spatial design, and the basic direction that developed regions should play an exemplary role in leading the way. This paper puts forward some strategies for the developing and optimizing the guidelines for building reading spaces in primary and secondary schools:clarifying the framework of the guidelines, establishing a standard system, adapting to the direction of regional basic education development, creating diversified service patterns, and improving the effectiveness of applying the guidelines.
