On the Logical Evolution of Guangzhou Library's Development Planning Practice:From High-efficiency Development to High-quality Development
This paper makes a survey of Guangzhou Library's development planning practice during the 12th,13th and 14th Five-Year Plan Periods,focusing on the preparation and implementation.Based on the comparison of the basic frameworks and core contents of Guangzhou Library's last three development plans,such as the visions,concepts,missions and goals,it makes clear the logical evolution of Guangzhou Library's development planning practice,i.e.,to change from high-efficiency development to high-quality development.Moreover,it discusses the orientation and functions of Chinese city central libraries towards the 2035 vision.
