地方创新经验推广是公共文化领域的关键议题.考察广州"公共文化共同体"地方经验转化为广东"公共文化服务共同体"省域政策的过程,既有助于认识公共文化服务共同体建设的深刻内涵,也有助于更好地理解"地方创新经验推广"这一课题.在公共文化地方创新经验转化中存在适用性、可行性和整体性等典型问题,前两个问题可以利用"主动创新实践"相关案例和思路展开分析,整体性问题则主要依赖以往经验和素材.将共同体转化为省域政策过程既具备有利条件,也面临主要阻力.《广东省公共文化服务共同体建设指南》对此做出了系统考量,能为加强地方创新经验的可复制性和可推广性提供参考.
Abstract
The promotion of local innovative experience is a key issue in the field of public culture.This paper examines the transformation of the local experience of"public cultural community"in Guangzhou into the provincial policy of"public cultural service community"in Guangdong.This process helps to recognize the profound connotation of the construction of a public cultural service community,as well as to better understand the issue of"promoting local innovative experience".There are typical issues of applicability,feasibility,and integrality in the transformation of local innovative experience in public culture.The first two issues can be analyzed through cases and ideas related to"active innovative practices",while the issue of integrality is mainly based on past experiences and materials.The Guidelines for the Construction of the Public Cultural Service Community in Guangdong Province systematically takes into account the favorable conditions and major obstacles in the process of transforming the community into provincial policy,hoping to provide references for strengthening the replicability and promotability of local innovative experience.
