Public Cultural Service Community:A New Path of Modern Governance in the Perspective of Broad Culture——Quality and Efficiency Mea-surement Models for Public Cultural Institutions
The"public cultural service community",a new product in the process of modernizing the governance system and governance capacity of public cultural services,is a new way of modern governance of public culture with Chinese characteristics.This paper discusses the new types of public cultural institutions and their evaluation criteria in the context of broad culture,and proposes a model for measuring the quality and effectiveness of public cultural institutions in terms of effective service delivery capacity,effective resource guarantee capacity,effective attractiveness,and public satisfaction.Thus,real-time dynamic data could be analysed using consistent,simple,and less manual metrics to comprehensively demonstrate the status,quality and efficiency of public cultural service provision from a broad culture perspective.In this way,it will facilitate the sustainable development of the"community of public cultural services"through scientific decision-making,and promote the high-quality development of public cultural services.
