To Generate the Governance Community:Study on the Optimal Path of Public Cultural Services
It is necessary to deepen the diversified governance in the protection and development of public cultural facilities,so as to improve public cultural services.Guided by the qualitative research method,this paper makes an investigation of public cultural services provided by the Confucian Temple and the Dragon Shrine in Sichuan Province.The result shows that in face of the insufficient supply of public cultural services caused by government dependence and decentralized governance,it is an effective way to form an institutionalized governance community by integrating the government,universities,social organizations and other forces.Centering on the purpose of upgrading public cultural services,it stimulates the driving force of governance by integrating governance resources through responsibility allocation,standardizing governance behaviors through institutional agreement and integrating goals to form a community of goals,actions and interests,activate the participation efficacy of multiple forces,and stimulate the endogenous driving force of the development of public cultural facilities.This diversified governance model shows that the effective way to optimize the pluralistic governance of public cultural services is to condense the interests of diverse participation through consultation and trust,reshape governance actions through good governance and mutual integration of diversity,and expand the channels of participation of social organizations through empowerment,empowerment and institutional guarantee.
