Advancing Progressively:Japan's Open Science Policies and Their Enlightenments
The study of Japan's open science policies which are at the forefront in Asia,is of great significance in promoting the formulation and implementation of open science policies in China.This paper presents a textual analysis of Japan's major open science policies using Nvivo 12 plus qualitative analysis software and grounded theory research method.The study suggests that Japan's open science policies,which mainly consist of open access policy,open research data policy,open innovation policy,open science incentive policy,and research integrity policy,are characterized by government-led policy formulation and broad participation of various stakeholders,the role of public funding agencies as facilitators,and a strong focus on open access and open data.Japan's practices have achieved notable successes in making open science policy an important part of government policy,in building research data infrastructure,and in integrating open science concepts and practices into the academic research.Drawing on Japan's experience,China can build its open science policy system,create a favourable policy environment for open science,and improve the core policy content of open science.
