Openness and Inclusivity:Canada's Open Science Policies and Their Enlightenments
Using the grounded theory method,this paper analyzes Canada's open science policies through three levels of coding;and generates five main categories,namely open data policy,open access policy,citizen science policy,open collaboration policy,open source software policy,and open source code policy.The study finds that Canada's open science policies are characterized by a commitment to openness and inclusivity,government-led open science policymaking,an emphasis on building open science infrastructure,advocacy for global open collaboration,and a focus on sustainable development of open science.The paper examines the implications of Canada's open science policies for China and suggests that China should improve its domestic open science policy system,implement open science policies on all fronts,build an open and inclusive policy environment,encourage public participation in policy formulation,and comprehensively monitor the implementation of open science policies.
