The construction of digital government is vital for the government to adapt itself to the new wave of scien-tific and technological revolution,transform governmental functions,and enhance the governance modernization.Chief data officers(CDOs)play a key role in the digital government construction.By means of the Q methodology,this paper conducts an exploratory study on the role of CDOs in the digital government construction in China.The re-sult shows that in the Chinese context,CDOs plays eight important roles,i.e.,initiator,communicator,strate-gist,educator,coordinator,architect,facilitator and implementer.
