Directions for Public Cultural Innovation in the New Era:An Exploration of Innovative Development Policies in National Demonstration Zones of Public Cultural Service System
The national demonstration zones of the public cultural service system play an exemplary and leading role in promoting cultural innovation and development.In order to summarize the new strategy for the innovative development of public cultural services,this paper uses the content analysis method to analyze 21 innovation development policy texts of the demonstration zones in terms of policy forms,basic principles,main tasks,supporting measures and appendices.The study found that the innovative development of public cultural services considers"correct orientation"and"reform and innovation"as the main basic principles;sees organizational leadership and financial support as the key guarantees;and emphasizes detailed responsibilities and indicators in supporting plans.It focuses on the following key tasks:strengthening supply to improve the quality of public cultural services;promoting openness and integration to realize the joint development and sharing of services;maintaining innovation,governance and scientific evaluation;improving public cultural facilities and optimizing their layout;using digital technologies to achieve the intelligent transformation;participating in social activities to enhance the vitality of services;protecting rights and interests and making public cultural services more balanced and beneficial for all.
