University libraries have the leading role in OER services,playing a crucial role in resource integration,technical support,and human resources support.By using fuzzy sets to qualitatively compare and analyze the OER construction models of 12 European university libraries,it was found that the Delft University of Technology Library in the Netherlands applied the theory of learning organization to cultivate OER librarians as the basic project of library OER construction,andutilized the endogenous advantages of the organization to integrate OER resources to ensure OER services.This model is suitable for the OER construction status of university libraries in China.With the increase in the total amount,increment,value,and status of knowledge in the knowledge economy era,university libraries will use the theory of learning organization to cultivate learning,service-oriented,and research-oriented librarians in a hierarchical manner.Through the collaborative cooperation of intelligent teams,educational achievements will be reorganized and exchanged,and a sharing process of"resource flow information flow knowledge flow"will be constructed to meet the growing demand for educational sharing in society.
