In the new information environment,the number of databases,especially document databases and thematic databases,is constantly increasing,which is facing the problems such as duplicate construction,inconvenient retrieval and mining,and insufficient development and utilization.According to the principles of bibliographic control,it has become an urgent problem to develop the database catalog and its index,and to control and utilize the database effectively with the help of new technologies such as ontology,semantic organization and machine learning.This paper first uses concept analysis method to determine the core concepts of database,document database,bibliographic control,index and the relationship between the concepts.And then it demonstrates the significance of the development of the database catalog and its index,uses case analysis method to analyze the difficulties of the development of the database catalog and its index,including collection and review of document database,development of metadata and index,professional and stable organizational support.Finally,corresponding countermeasures are proposed:defining general catalog orientation and opening up the collection of literature databases,developing high-quality metadata and index,and establishing a professional and stable project team.
