The rights and interests of readers in public libraries need to be protected within the legal framework.The article clarifies the legal connotation of reader rights and establishes the theoretical basis for the study of reader rights by reviewing over 100 normative documents both domestically and internationally.The article analyzes the current situation of reader rights protection in multiple dimensions such as experience in library and special group services through questionnaire surveys and in-depth interviews conducted in five prefectures and cities in Yunnan Province.Empirical research has shown that after the implementation of the Public Library Law of the People's Republic of China,the core and expanded rights of readers have been well protected,but there are also obstacles in terms of funding,network facilities,supervision and management.In this regard,the article proposes suggestions such as improving China's legal provisions,promoting the construction of the legal system,strengthening the construction of the standard system,increasing legal enforcement,and creating conditions for readers to protect their rights.
