Focusing on China's digital inclusion policy,this paper systematically reviews its evolution and development process,reveals the multi-level characteristics and influence of digital inclusion policy,aiming at providing reference for the optimization and sustainable development of China's digital inclusion policy.A total of 106 policies related to digital inclusion in China are screened out.By constructing a four-dimensional analysis framework of"policy tools,policy objectives,issue time,policy effectiveness",policy texts are quantitatively analyzed and the evolution based on time sliced topic is analyzed.The evolution of digital inclusion policy is divided into three stages:infrastructure construction period,digital service development period and digital intelligence technology integration period.The research shows that China's digital inclusion policy has formed a relatively stable strategic layout as a whole.However,there are also problems such as internal imbalance of policy tools,deviation of policy target positioning and significant differences in policy effectiveness.Based on these problems,suggestions are put forward to optimize the structure of policy tools,refine policy target positioning and strengthen policy level effectiveness.
