By analyzing the depth and breadth of public utilization of data resources,this paper uses a three-stage DEA model to evaluate the efficiency of data resource utilization across 26 open government data platforms in China,analyzes the impact of environmental factors on the platform's resource utilization efficiency and propose scounter measures to optimize the utilization efficiency of data resources on open government data platform.The research findings indicate that platform data resource utilization efficiency is constrained by scale efficiency and remains relatively low.Influenced by external environmental factors and random disturbances,the overall evaluation of platform data resource utilization efficiency tends to be higher than it actually is.To enhance input-output efficiency,it is necessary to improve the level of information technology development,the urbanization rate of permanent residents,and the level of economic development.
