The development of web archive resource construction is one of the important measures to promote the strategy of digital China construction.Based on the case analysis of mature resource construction projects in foreign countries,the article analyzes the basic modes and key points of project implementation by using qualitative text analysis method,digs out the construction progress of each project in the dimensions of subject,object,process,result and guarantee,and finally further discusses the feasible direction of developing network archive information resource construction in China.It is proposed that the relevant construction bodies in China can follow the action points of"strengthening the collaboration of multiple subjects","identifying the subject and source attributes of the objects in a complete way"and"developing infrastructure-level data services as the construction orientation",and at the same time,carry out better strategy design,including developing a broad and diversified practice base,keeping up with the upgrading strategy of technological and social evolution,and transforming construction ideas and theories.
