As a public cultural service institution,public libraries have their own social and cultural missions and people-oriented service ideas.Faced with the social problem of declining birthrates,Japanese public libraries have carried out a series of service activities in the fields of marriage and love between men and women,family parenting,and helping housewives return to society.As a social public group,they have made great efforts to solve such social problems.This article examines the characteristic social services and social roles played by Japanese public libraries under the environment of declining birthrates,and explores the corresponding service strategies that libraries should adopt under the same social situation in China,aiming at providing reference for the relevant services of Chinese public libraries.
