政策导向下公共图书馆健康信息服务的实践进路

摘要
基于健康中国战略需要,明晰国家法律与政策对于健康信息服务的具体要求,为公共图书馆开展健康信息服务实践提供理论依据.选取72份省级以上并具有强相关性的健康中国战略政策文本,从中抽取出涉及健康信息服务的内容进行扎根理论分析,构建"服务基础、服务过程、服务目标"健康信息服务理论框架.公共图书馆健康信息服务要以技术应用、平台健全、空间打造、队伍建设、合作培育、社会支持作为服务基础,遵循健康数据收集应用、健康信息资源组织、健康促进活动开展、健康服务监督反馈的服务过程,实现增进健康信息服务包容性、加强健康信息服务针对性、提升健康信息服务均衡性的服务目标.
Abstract
Based on the needs of the Healthy China strategy,this paper clarifies the specific requirements of national laws and policies for health information services,and provides a theoretical basis for public libraries to carry out health information services.This paper selects 72 health China strategic policy texts with strong correlation at or above the provincial level,extracts the contents related to health information services from them for grounded theory analysis,and constructs the theoretical framework of health information service of"service foundation,service process and service goal".Library health information service should take technology application,perfect platform,space building,team building,cooperative cultivation and social support as the service basis,follow the service process of health data collection and application,health information resource organization,health promotion activities,health service supervision and feedback,and realize the service goal of improving the inclusiveness of health information service,reinforcing the pertinence of health information service and improving the balance of health information service.
