Abstract
From the perspective of literary creation,The Story of Cold Spring Pavilion should be a lyrical prose work.However,we can find some other rarely known historical facts from the perspective of history if we put this pavilion under a specific space-time background.In the past,the academic research on the governance project of Bai Juyi's West Lake only focused on The Record of Qiantang Lake Stone while ignored the important significance of The Story of Cold Spring Pavilion.In West Lake governance project of Bai Juyi,the transformation and utilization of the Cold Spring Pavilion and the establishment of the Stone Carvings of the Cold Spring Pavilion together constituted the protection system of the Cold Spring Stream in Hangzhou in the Tang Dynasty.The local officials in the Tang Dynasty carved stone inscriptions on the pavilion after building and repairing the pavilion,which can not be simply regarded as the creation of victory and lyricism.This series of actions was often an important means of local officials'governance,which were of great significance in the regional governance of the local officials in the Tang Dynasty.
