Abstract
In the seventeenth year of Kaihuang Reign,Yang Liang served as the general manager of Bingzhou and fifty-two states were under his jurisdiction including Hedong region and Hebei region,whose jurisdiction core was Jinyang.Therefore,from the tenth year to the seventeenth year of Kaihuang Reign,the jurisdiction of Bingzhou should be thirty-four states rather than the twenty-four states recorded in the literature.Then,from the first year to the tenth year of Kaihuang Reign,Hedong region and Hebei region should also be included in Yang Guang's jurisdiction of the Xingtai Prefecture of Hebei Dao(河北道行台省)and the general jurisdiction of Bing State.The Xingtai Prefecture of Hebei Dao and Bingzhou General Manager,with Jinyang as the central governance,were the functional departments in charge of the core areas of the former Northern Qi Dynasty.Then,the Sui Dynasty transformed Hebei's social structure and regional culture from three levels.Firstly,move the affluent and powerful clans to Guanzhong area and Luoyang city.Secondly,try to transform non-agricultural population into agricultural population.Thirdly,promote Confucian culture at the bottom society.Thus,the regional cultural characteristics of"Hebei people don't use force easily"by Shi Xiang had been created.The incident of Yang Liang and the rebellion of Dou Jiande all showed that the policy of managing the core area of the former Northern Qi Dynasty in the Sui Dynasty was reasonable.
