[Purpose/Significance]Data innovation is a necessary prerequisite to realize the creation and re-construction of data value.It is also an important starting point to effectively promote the global digital transfor-mation.Exploring the basic connotation,path and realization mode of data innovation is conducive to releasing the potential of data.[Method/Process]This paper analyzed data innovation through the whole value chain process in the three-dimensional perspective:the concept connotation,the basic path and the realization mode.[Result/Con-clusion]The basic meaning of data innovation in the whole value chain is clarified,and a relevant conceptual mod-el is constructed accordingly.In the final,a path of data innovation in the whole value chain covering three stages and six links is proposed,namely,data collection and data evaluation in the formation stage,data analysis and data development in the mining stage,and data sharing and data application in the circulation stage.On this basis,the realization mode of data innovation in the whole value chain is expounded.
