Investigation and Insights Into the Promotion of Data Asset Utilization by Provincial Governments
[Purpose/Significance]By investigating the promotion of the data assets utilization in pro-vincial-level local governments,the paper clarifies the current practice in China,and hopes to provide better promotion strategy and the development of relative theory.[Method/Process]The paper demonstrated the data asset utilization in provincial-level local governments from five aspects,that is,the improvement of policies and regulations,the optimization of organizational structures,the activity of data competitions,the establishment of data exchanges,and the authorization operation of public data.[Result/Conclusion]An overall analysis of the characteristics and limitations of existing actions has been conducted.The government issues policies and regu-lations in time,but lacks specific rules.Data management institutions play a prominent role in digital economic development but not in data asset utilization.Data competitions have become a primary means to enhance the utilization of social data assets,but their sustainability is poor.The construction of data exchanges has gained widespread attention,but the level of integration needs further improvement.Public data authorization operations have gradually become an important direction to promote the marketization of exemplary data elements,but the specific implementation requires further exploration.Based on this,the government should strengthen top-level design and coordination at the national level,cooperate with local governments for a national integrated data re-source system,and build a national integrated data trading market system to optimize and promote the data assets action strategies.
