The Sino-US Strategic Game of Data Sovereignty:Theoretical Framework,Key Aspects and Countermeasures
[Purpose/Significance]Exploring the strategic game situation of data sovereignty between China and the U.S.can help to eliminate the practical risks and theoretical worries of China's data sovereignty guarantee.[Method/Process]With a clear understanding of the data sovereignty strategy,this paper established a theoretical game framework of that.Drawing from the existing documents in China and the United States,it analyzed the endogenous causes within the strategic planning layers of both countries,and the key elements of the game constituted by the strategic choices of both parties at strategic implementation driven by these causes.Then,it proposed strategies for optimizing China's data sovereignty game and seeking a path towards effective game equilibrium.[Result/Conclusion]There is a broad space for converging interests between China and the United States,and long-term non-cooperative games will reduce the benefits of the two.In this regard,on the base of data sovereignty principle,it is important for China to actively seek strategic interests in the two countries to carry out practical cooperation,develop healthy competition,and avoid continuous es-calation of strategic confrontation,and respond to the Sino-US strategic game of data sovereignty with four main paths:international cooperation,domestic coordination,technological breakthroughs,and strategic composure.
