[Purpose/Significance]The smart library user data compliance governance mechanism is con-structed by policy text analysis,which improves the service efficiency of smart library with security compliance,and realizes the multi-modal integrated development of library.[Method/Process]Based on regulating of laws,regulations,standards and other systems related to user data governance,the paper analyzed the topic distribu-tion.Taking"data life cycle management"as the main axis and"application scenario"as the auxiliary,it carried out three-level topic coding through the content analysis of the policy text,and summarized and refined the com-pliance requirements of smart library user data governance step by step till it constructed the governance system.[Result/Conclusion]The paper has formed a smart library user data governance compliance requirement system,which includes 6 first-level topics,41 second-level topics and 184 compliance requirements.On this basis,it constructs the user data compliance governance operation mechanism,which integrates multiple systems such as user data security management system,user data operation system,and user data standard guarantee system.
