[Purpose/Significance]Service effectiveness evaluation is a difficult point in the field of public cul-ture.Building a scientific system and exploring corresponding models are the basic paths for it.[Method/Process]First,the paper determined the basic idea on the service effectiveness evaluation of public cultural resource services.Then,it constructed a multi-level composite evaluation theoretical framework from three perspectives:economic perspective,social value perspective,and economic and social symbiosis,and analyzed its core functions in detail.Finally,taking group cultural services as an example,it explored the effectiveness evaluation from comprehensive level,module level,and dimension level.[Result/Conclusion]The multi-level composite effectiveness evaluation has changed the traditional model of single numerical service.On the basis of comprehensive evaluation,it takes module index and dimension index to complete the evaluation in different levels and dimensions so as to make it a complete and multi-level composite evaluation system to achieve its refinement and concretization.
