The International Trends,Experiences and Implications for China in the Development of National Strategic Intelligence System
[Purpose/Significance]The construction of a national strategic intelligence system is a basic guar-antee to support national strategic decision-making in the new era.[Method/Process]By examining the interna-tional strategic intelligence development,especially the characteristics and experiences of European and American countries in the intelligence collection,processing and organization,it sorted out the regular features of perfecting the modern national strategic intelligence system of Chinese style.[Result/Conclusion]The international trend of the national strategic intelligence system is characterized by centralized management and networked organizational structure driven by tasks,multimodal fusion and integration of open-source intelligence driven by data,market-driv-en public-private cooperation and industrialization of intelligence services,technology-driven human-computer col-laborative analysis and intelligent decision-making,and value-led intelligence sharing and security alliance.China should establish a more strategic,forward-looking and coordinated national strategic intelligence system,including the formulation of a national strategic intelligence fusion and integration development strategy,the exploration of a government-led and socially participatory intelligence production model,the layout of open-source intelligence-ori-ented cutting-edge technologies and data infrastructure,the construction of a peaceful and developmental global partnership and platform for intelligence sharing,and the promotion of a strategic intelligence culture,education and talent cultivation project.
