摘要
[目的/意义]分析国外数字保存联盟发展的经验与教训,对我国的数字资源合作保存与联盟建设具有借鉴意义.[方法/过程]通过系统调研43所国外数字保存联盟,围绕其组织机制、管理机制、运营模式、保障体系和风险防范机制借鉴经验;收集失败案例与风险事件,总结教训.[结果/结论]研究发现,协调统一的组织机制、运行高效的管理机制、科学合理的运营模式、有效的风险防范机制和稳定可靠的保障体系是联盟成功的关键,而组织机构失衡、管理机制运行不畅、运营风险应对不力、保障体系不完善则会阻碍联盟发展.
Abstract
[Purpose/Significance]The purpose of this study is to analyze the development experience and lessons from international digital preservation alliances.The findings have significant reference value for promoting cooperative preservation of digital resources and constructing alliances in China.[Method/Process]The research methodology involved a systematic examination of 43 international digital preservation alliances.Through this analysis,it gathered insights into their organizational mechanisms,management practices,operation modes,guarantee systems,and risk prevention mechanisms.Additionally,it collected and studied failure cases and risk events to derive valuable lessons.[Result/Conclusion]The study reveals that the success of an alliance is contingent upon a well-coordinated and unified organizational mechanism,an efficient management structure,a scientifically designed operation mode,an effective risk prevention mechanism,and a stable and reliable guar-antee system.On the other hand,an imbalanced organizational structure,malfunctioning management mecha-nisms,inadequate response to operational risks,and imperfect guarantee systems can hinder the development of an alliance.
