摘要
[目的/意义]情报感知作为情报理论和情报工作的衔接,是情报研究落地的可行思路.在智慧应急理念指导下,探索重大突发事件情报感知的新内涵和新方法,推进应急管理现代化能力提升.[方法/过程]首先,通过界定大情报观下的情报感知内涵,提出集任务感知、资源感知、态势感知及情报刻画为一体的理论模型,并以情报流程视角完善情报感知运行机理;其次,剖析当前突发事件应急治理难题,解读双重响应体系的功能认识,据此提出面向重大突发事件双重响应体系的情报感知架构及实现路径.[结果/结论]研究进一步深化情报流程与功能并重的情报感知方法论,情报感知以主动性及防御性赋能双重响应体系发挥作用,服务于中国式应急管理体系化建设.
Abstract
[Purpose/Significance]Intelligence awareness,as a connection between intelligence theory and in-telligence application is a feasible idea for intelligence research.From the concept of wisdom emergency,it explores the new connotation and new methods of intelligence awareness of major emergency,and promotes the moderniza-tion capability of emergency management.[Method/Process]The research defined the connotation of intelligence awareness under the view of macro-intelligence,put forward a theoretical model that included task awareness,re-source awareness,situational awareness and intelligence portrayal,and improved the operation mechanism of intel-ligence awareness with intelligence process.Then,the research analyzed the current emergency response problems,interpreted the functional understanding of the dual-response system,and accordingly proposed the intelligence awareness framework and realization path for the dual-response system of major emergencies.[Result/Conclusion]The research further deepens the intelligence awareness methodology that focuses on both intelligence process and function,and intelligence awareness plays a role in the dual-response system with proactive and defensive empow-erment to serve the systematic construction of Chinese path to emergency management.
