Personal Privacy Protection Policy Guarantee of Government Open Data:Policy Content Analysis from Ten Countries
[Purpose/Significance]With the deepening of the government data opening,data security and privacy risks become increasingly prominent.Promoting personal privacy protection can realize the dynamic balance between government data opening and personal privacy protection.[Method/Process]Based on the data privacy protection policies from ten countries,including the UK,the US,France and Canada,this paper constructed the three-dimensional analysis framework of policy instrument,data management life cycle and data subjects,and adopted content coding analysis of the policy texts to clarify the policy system and practice status of foreign governments'open data personal privacy protection.[Result/Conclusion]This paper proposes sug-gestions from four aspects:improving the personal privacy protection policy system,setting up special agencies for privacy protection,building the privacy protection model of multi-subject collaboration and realizing data whole-cycle management.
