Analysis of the Factors Influencing Users'Utilization Ability of Open Government Data:Based on DEMA-TEL-ISM
[Purpose/Significance]To explore the factors influencing the users'utilization ability of open gov-ernment data,it can maximize the utilization effect of open government data from the perspective of users,and help fully release its value.[Method/Process]Firstly,based on the human-data interaction theory and related literature,it constructed an index system of influencing factors.On this basis,it identified the key influencing factors using DEMATEL method,and then analyzed the internal logical relationship and action path between the factors using ISM method.[Result/Conclusionl The analysis shows that data awareness and data knowledge are the most influ-ential factors to users'utilization ability of open government data.Data discovery,data download,data preservation and data application are the four surface factors that directly impact on users'utilization ability.The five factors,such as data quantity,data knowledge,and data collection,are middle-level transition factors.The seven factors,such as data quality,data awareness,and social role,are the deep driving factors.It proposes countermeasures and suggestions related to platform data quality,environmental and social atmosphere,and users'data literacy,aiming to provide a certain reference for improving users'utilization ability to open government data.
