[Purpose/Significance]From the privacy risk control,the paper investigates the privacy protection prac-tice of public data openness in the US to provide a reference for public data governance in China.[Method/Process]Based on the text analysis and the data lifecycle theory,this paper sorted out the types and focuses of privacy risk control practices in the US at various stages,and constructed a data lifecycle privacy risk control framework suitable for public data openness in China.[Result/Conclusion]It provides suggestions for the governance of public data in China from five aspects:creation and collection,processing,dissemination and disclosure,use,storage and disposal of public data.
