[Purpose/Significance]Studying the matching degree of supply and demand in the policies and regulations of archives opening and access is helpful to construct the system of archives utilization in China.[Method/Process]On the basis of reviewing relevant literature and clarifying the mechanism of supply and de-mand matching,it proposed a framework of policy and regulation elements composed of 3 first-level elements and 21 second-level elements.By collecting,coding and statistically analyzing 54 policy and regulation texts,the supply ordinals were obtained.Public demand ordinals for policies and regulations were gathered through a questionnaire survey.The matching degree of supply and demand and the value of environmental variables were calculated through cosine similarity model.[Result/Conclusion]The supply and demand matching level of Chi-na's archives opening and access policies and regulations is good on the whole,but there are also supply-demand mismatch phenomena of short supply and oversupply.In the subsequent optimization process,it is necessary to target the causes of the mismatch between supply and demand,aim at the forefront of the industry,implement the people-oriented concept,pay attention to balance and coordination,and improve the quality and efficiency of archives opening and access.
