Data Element Research in China:Connotation Interpretation,Operation Mechanism,Governance System and Practical Application
[Purpose/Significance]The concept of data element is a significant theoretical innovation firstly proposed in China.This study systematically collects,sorts out and analyzes the representative research on data elements in China.It constructs a knowledge framework system with Chinese characteristics to provide reference and inspiration for the theoretical research and practical exploration of data element.[Method/Process]It mainly adopted network survey,literature research and content analysis to summarize literature contents,policy reports and experts,opinions on data elements research in China.Then it combed and analyzed them in four aspects,namely,connotation interpretation,operation mechanism,governance system and practical application.[Result/Conclu-sion]China has made some achievements on data elements research.It basically forms the knowledge framework system,makes some progress in the theoretical study of data as a production factor,and the circulation and market allocation of data elements.But there is still much room for improvement in the effective operation,practical appli-cation and governance of data elements.Future research needs to focus on coordinating and promoting the effective operation of data elements,and promoting the construction of the governance system and the combination with ap-plication scenarios to realize the multiplier effect.
