The Dual Aspects of Coordinating Responsibilities in Personal Information Protection from the Perspective of Meta Regulation
The responsibility of overall coordination in personal information protection is not only limited to internal aspects among administrative agencies,and research from a purely internal administrative law per-spective is difficult to ensure the effectiveness of this responsibility.The responsibility of overall coordina-tion includes guiding social self-regulation on one hand,and reflecting on government regulation on the other.Therefore,it has the attribute of meta regulatory responsibility and has both internal and external as-pects.Internally,the theoretical assumption of meta regulation suggests that the mandatory binding force of coordination decisions is the foundation for achieving effective internal coordination.Its practical experience reveals that the coordination committee composed of representatives from regulatory departments should be regarded as a normalized organization to fulfill internal coordination responsibilities.On the external front,the application of meta regulatory theory helps clarify the external coordination structure that includes hori-zontal and vertical coordination,and clarifies the use of flexible means as the external coordination method.The internal and external aspects of the overall coordination responsibilities should also be coordinated through external participation and evaluation feedback channels.
