The"Tiaojiao"and"Jiao"in Local Governance during the Han Dynasty
In the local governance of the Han Dynasty,"Tiaojiao"was an administrative regulation and rule with certain legal binding force formulated by the prefect,serving as an important means of local education and governance."Jiao"was a type of document issued by local governments,such as notices and announcements,representing the personal will of the prefect.It was highly private and subjective,and was not issued to the gen-eral public,but rather to a certain individual or minority group."Tiaojiao"and"jiao"are not the same thing,they are two different styles of official documents.Specifically,there are many differences between the two in terms of publisher,target audience,issuance form,specific content,and historical evaluation.In the context where the Confucian concept of moral governance has not yet fully penetrated into people's hearts,the establish-ment of rules and regulations by the prefect has also attracted criticism from courtiers and suspicion from rulers.
