The Problems and Improvement of the Legal System for Incentivizing Hydrogen Energy Technology in China
The development of the hydrogen energy industry is related to the construction of China's new en-ergy system and the comprehensive green transformation of economic and social development.Among them,technological innovation constitutes the axis for the breakthrough and growth of the hydrogen energy indus-try.From the perspective of the current regulatory situation,in the field of building a hydrogen energy tech-nology incentive system in China,there are problems such as imperfect overall planning,scattered financial and fiscal support mechanisms,and incomplete coverage of the whole process of production,transportation,storage and utilization.Drawing on the technical incentive norms and mechanisms in foreign hydrogen en-ergy legislation,China's hydrogen energy technology incentive system should be incorporated into the legal track,a comprehensive hydrogen energy technology incentive planning system should be formed,and a spe-cial financial and fiscal support mechanism and a technical incentive mechanism throughout the industrial chain should be established.
