Supply Correction and Effective Response:Governance Ways for Demands of Urban People's Livelihood——A case study of reform of people's livelihood appeal system in Pingshan District,Shenzhen City
In view of the problems existing in the exploration of some cities,such as the lack of understanding of people's"needs"and the lack of clear division of vertical and horizontal"disposal"responsibilities,Pingshan District,Shenzhen,has continued to promote reform of people's livelihood demands in a systematic way in accor-dance with the idea of"small incision,deep level and progressive reform".By integrating channels for unified dis-tribution,consolidating forms to shorten the time limit,optimizing the experience and process,and integrating wis-dom for further application,it has promoted the transformation of expression channels from"decentralized"to"in-tegrated",the transformation of demands and responses from"tangible"to"effective",and the transformation of data utilization from"problems"to"resources",and explored a new path for the governance of urban people's live-lihood demands.The practice of Pingshan District shows the governance of urban people's livelihood demands must start from accurately and dynamically mastering"demand"and continuously correct"supply"with"demand";and must take the"solution"as the key to achieve effective response on the basis of effective disposal.
