China's practice of"True multilateralism"in Global Governance:A Case Study of the Shanghai Cooperation Organization——Take the Shanghai Cooperation Organization as an example
True multilateralism not only requires the form of multilateral,but also to reflect the meaning of the principle of non-discrimination,indivisibility and the principle of reciprocity of proliferation.To understand and practice true multilateralism is an important way to solve the dilemma of global multilateralism.The Shanghai Coop-eration Organization has practiced true multilateralism,the practice content is mainly embodied in advocating the concept of organization operation,designing the mechanism to embody the norms of multilateralism,and maintain-ing"true multilateralism"with the international community.The experience of the SCO provides the following en-lightenment for the international community to practice"true multilateralism":first,the active participation and self-restraint of the great powers are the structural reasons for the success of the practice of"true multilateralism",the value of fostering multilateralism in the practice of"true multilateralism"is significant,"true multilateralism"essentially requires co-operation rather than competition with other multilateralism regimes.
