In the critical period of"quality improvement and shift"of economic momentum,it is urgent to build a new government digital governance framework system,break down data barriers,and empower the modernization of gover-nance capacity.Focusing on government data governance,this paper adopts the research ideas of"governance dilemma analysis-theoretical origins analysis-technology framework building-governance model building",based on two theories(synergy theory and value chain theory),one technology(block-chain technology)and one structure(Hall three-dimensional structure).It constructs a"2+1+1"fusion driven government data governance model,and explains the role of the model in government data governance from four aspects:demand analysis,data analysis,collaborative interaction and open sharing.It solved the problem of information segmentation among various government departments,realized data coordination,openness and sharing,and promoted the overall coordination of government data from"governance"to"intelligence"under the background of technology empowerment.
