Value,Practice,and Approach:Public Libraries for Digital Vulnerable Groups Analysis on the Cultivation of Digital Literacy
The digital vulnerable group is a kind of vulnerable group generated with the arrival of the digital society.In the process of participating in digital life,it is generally faced with problems such as insufficient knowledge of digital intelligence,weak application of digital technology,and difficult utilization of digital resources.Public libraries develop digital literacy training for the digital vulnerable groups,which can break the barriers of individual concepts and excavate the digital feasible ability of the digital vulnerable groups,assist the government in emergency management and help digital vulnerable groups resist emergencies,and close the development gap between urban and rural areas to realize the digital vision of digital vulnerable groups.By visiting the official websites of public libraries in 31 provinces,municipalities and autonomous regions,this paper summarizes the cultivation of digital literacy in China's public libraries for digital vulnerable groups,and analyzes the problems of the cultivation objects,cultivation contents,cultivation methods,cultivation resources,and cultivation forces,and proposes to implement the"law+policy"requirement to make up for the lack of digital literacy cultivation objects for digital vulnerable groups;improve the theme content of digital literacy cultivation of digital vulnerable groups according to the idea of"key+detailed";form an effective model of digital literacy cultivation for digital vulnerable groups from the perspective of"urban+rural";create a resource position for digital literacy cultivation of digital vulnerable groups through"online+offline"channels;relying on the form of"horizontal combination+vertical combination"to improve the access strategy of the collaborative mechanism for digital literacy cultivation of digital vulnerable groups.
