Research on the Dual Value Framework of Data Resource Management and Its Application from the Perspective of Field Combination
Data resources have quickly integrated into all aspects of production,distribution,circulation,consumption,and social service management,but the understanding of data resource management activities value dimensions is relatively vague in current research and practice.Clarifying the value dimension and connotation of data resource management can deeply understand the ways and means of data value-added utilization under the background of data resource factorization.Through desktop research,this paper first conducted bibliometrics on data resource management topic to identify the static utility dimensions,and later identifies the dynamic field of action through a literature review,and proposes a dual value framework for data resource management in conjunction with value creation theory.And then selected the"Two Mountains(Data)Bank"and"Data-driven One-stop Government Services"in Anji County,Huzhou City,Zhejiang Province,as research cases to analyze the feasibility of the framework and the path of realization,the case study results initially verified the dual value of data resource management.The article points out the realization path of data resource management activities in terms of development and utilization,that is,the development activities should focus on"open source and open flow",and the utilization activities should focus on the synergistic development of"data chain,resource chain and service chain".
