Research on Public Data Governance from the Perspective of Policy Instruments:Analysis Based on Provincial Policy Texts
In order to explore the system of policy instruments constructed by provincial governments in China to promote the realization of the policy objectives of public data governance,and to analyze the main issues involved in the selection of policy instruments and the composition of the content of the current public data services,the article uses econometric analysis,content analysis,and the Nvivo12 qualitative analysis software to analyze the text of the public data policies of 31 provinces(districts and municipalities)in China,and adopts Lasswell's theory of policy instruments to examine the focus and shortcomings of China's current public data policy research.The results of the study show that China's current public data policy is characterized by a large gap in the distribution of basic policy contents covered by different policy instruments,an imbalance in the structure of division of responsibilities,an incomplete platform operation system,and an inadequate outsourcing of services,etc.It is necessary to reshape the governance system of the public data policy by strengthening the utilization of environmental policy tools,exerting the basic impetus of supply policy tools,and reinforcing the level of the formulation of demand-based policy tools.
