Research on the Equalization of Public Library Services Based on the Theory of Public Value
Public libraries are committed to the equalization of public services,which is not only an inevitable trend in cultural development,but also a significant manifestation of the comprehensive coverage capacity of the public cultural service system,as well as a necessary method and an important way to address the cultural needs of the grassroots.Based on a public value perspective,the article uses the strategic triangle model to construct a strategic triangle framework for the equalization of public library services in China,explaining the fit between the elements of value,operational capacity,legitimacy and support and the reality of equalization of public library services.It analyzes the internal theoretical logic and external practical difficulties of public libraries in providing equal services to the public and realizing value re-creation,with a view to exploring a new way of thinking for promoting the process of equalization in the field of basic public cultural services.
