Practical Evolution and Logical Approach of Digitization to Empower the High-quality Development of County Public Cultural Services
Based on the theory of resource orchestration,using a single case study method,taking Changsha County as an example,this paper deeply explores the practical evolution and logical approach of digitally driven high-quality development of public cultural services,and finds that the digital development of public cultural services in the county has gone through four stages:infrastructure construction,primary application,in-depth application,and comprehensive application,and has achieved three development jumps from full coverage to high precision to wide expansion.By consolidating the digital foundation,integrating digital resources,leveraging digital boundaries and other actions,it meets the new changes in people's needs in a timely manner,empowers resources to be"fully connected","full scenario"and"fully integrated",promotes resource accumulation and deployment,resource bundling and coordination,resource radiation and complementarity,and innovate resource integration,development and linkage capabilities,presenting a high-quality development logic approach of"digital empowerment,resource acquisition,resource transformation,and value delivery".The article suggests that taking the people's cultural needs as the guide,advancing in an orderly manner in phases,and innovating application scenarios at the right time are the practical paths for digitization to promote the high-quality development of public cultural services in counties.
