Research on the Construction of Grass-roots Public Cultural Services in China from the Perspective of Policy Tools
Grass-roots public cultural services have an important position in China's public cultural service system and are the foundation of China's public cultural services.This article takes the policy tool as the research perspective,constructs the grass-roots public cultural service policy analysis framework,uses the content analysis method,selects 70 grass-roots public cultural service-related policies issued by the state during the"10th Five-Year Plan"to"14th Five-Year Plan"period for in-depth research and systematic analysis,analyzes the advantages and disadvantages of China's grass-roots public cultural service development from the selection of policy tools,the guidance of policy goals and the analysis and demonstration of policy issuance,and provides corresponding countermeasures for optimizing the application system of policy tools,promoting the balanced development of grass-roots public cultural services in all attributes,and constructing a special policy system for grass-roots public cultural services based on the analysis basis.
