Digital Tutors Empowering Digital Inclusion in Communities:Connotation,Models,and Practical Approaches
Taking community wide as the basic unit is an important lever to promote national digital inclusion work,and digital tutors empowerment is the most effective and direct way to adopt and promote this lever.Based on a series of practical information and related documents on digital tutors,this article clarifies the connotation of empowering communities digital inclusion through digital tutors,summarizes five typical models of empowering communities digital inclusion through digital tutors.Based on China's policy requirements or existing practical experience,and with the basic principle of"upholding integrity and innovation",it proposes that domestic stakeholder organizations should create a digital tutor-enabled community digital inclusion system through initiatives such as promoting the synergy of local multiple actors,realizing the development of a cascade of digital mentors,and creating an atmosphere of digital inclusion for all.
